It's somewhat easy to see why this chapter bubbled up to the top of my list after I had done the chapters on the reforms under Josiah (reforms is a gentle word for his severity).

My 1962 Jerusalem Bible titles verses 24 ff as 'The Origin of the Samaritans'. As it points out and as is reasonably obvious, the section following vs 34a "would be more appropriately placed in the first part of the chapter." It may be, however,that a certain sensitivity towards the exiles - colonists seem to be moved in all directions - might be being expressed here. There is also some repetition, often deliberate, whoever added it.

Framework, (KJV manner, JB "know how to worship", REB "the established usage") is simply משׁפת judgment. I don't really need the extra word, but it is not impossible to imagine a nuance in its range of meaning.

וַיַּצִּ֧בוּ לָהֶ֛ם מַצֵּב֖וֹת וַאֲשֵׁרִ֑ים עַ֚ל כָּל־גִּבְעָ֣ה גְבֹהָ֔ה וְתַ֖חַת כָּל־עֵ֥ץ רַעֲנָֽן	10		And they stationed for themselves monuments, and fetishes on every haughty hillock and under every green tree.	3c	4C	13 15
וַיְקַטְּרוּ־שָׁם֙ בְּכָל־בָּמ֔וֹת כַּגּוֹיִ֕ם אֲשֶׁר־הֶגְלָ֥ה יְהוָ֖ה מִפְּנֵיהֶ֑ם וַֽיַּעֲשׂוּ֙ דְּבָרִ֣ים רָעִ֔ים לְהַכְעִ֖יס אֶת־יְהוָֽה	11		And they burned incense there in every high place, as the nations which Yahweh had uncovered  before their faces, and they made hurtful things that grieved Yahweh.	3e	4B	20 15
וַיַּֽעַבְד֖וּ הַגִּלֻּלִ֑ים אֲשֶׁ֨ר אָמַ֤ר יְהוָה֙ לָהֶ֔ם לֹ֥א תַעֲשׂ֖וּ אֶת־הַדָּבָ֥ר הַזֶּֽה	12		And they served the figurines, of which Yahweh had said to them, you will not construct this thing.	3e	4C	8 18

וַיִּמְאֲס֣וּ אֶת־חֻקָּ֗יו וְאֶת־בְּרִיתוֹ֙ אֲשֶׁ֣ר כָּרַ֣ת אֶת־אֲבוֹתָ֔ם וְאֵת֙ עֵֽדְוֺתָ֔יו אֲשֶׁ֥ר הֵעִ֖יד בָּ֑ם וַיֵּ֨לְכ֜וּ אַחֲרֵ֤י הַהֶ֙בֶל֙ וַיֶּהְבָּ֔לוּ וְאַחֲרֵ֤י הַגּוֹיִם֙ אֲשֶׁ֣ר סְבִֽיבֹתָ֔ם אֲשֶׁ֨ר צִוָּ֤ה יְהוָה֙ אֹתָ֔ם לְבִלְתִּ֖י עֲשׂ֥וֹת כָּהֶֽם	15		And they refused his statutes, and his covenant, which he cut with their ancestors, and his testimonies which he testified in them, and they walked following futility and became futile, and following the nations who were round about them, which Yahweh commanded them not to do like them.	3e	4C	30 41
וַיַּעַזְב֗וּ אֶת־כָּל־מִצְוֺת֙ יְהוָ֣ה אֱלֹהֵיהֶ֔ם וַיַּעֲשׂ֥וּ לָהֶ֛ם מַסֵּכָ֖ה שְׁנֵ֣י עֲגָלִ֑ים וַיַּעֲשׂ֣וּ אֲשֵׁירָ֗ה וַיִּֽשְׁתַּחֲווּ֙ לְכָל־צְבָ֣א הַשָּׁמַ֔יִם וַיַּעַבְד֖וּ אֶת־הַבָּֽעַל	16		And they forsook all the commandment of Yahweh their God, and they made for themselves molten images, two calves, and they made a fetish and prostrated themselves to all the host of the heavens, and they served Baal.	3d	4B	28 27
וַֽ֠יַּעֲבִירוּ אֶת־בְּנֵיהֶ֤ם וְאֶת־בְּנֽוֹתֵיהֶם֙ בָּאֵ֔שׁ וַיִּקְסְמ֥וּ קְסָמִ֖ים וַיְנַחֵ֑שׁוּ וַיִּֽתְמַכְּר֗וּ לַעֲשׂ֥וֹת הָרַ֛ע בְּעֵינֵ֥י יְהוָ֖ה לְהַכְעִיסֽוֹ	17		And they made their sons and their daughters pass through in the fire and used soothsayers and used augury, and sold themselves to do evil in the eyes of Yahweh, to grieve him.	3d	4C	28 18
וַיִּתְאַנַּ֨ף יְהוָ֤ה מְאֹד֙ בְּיִשְׂרָאֵ֔ל וַיְסִרֵ֖ם מֵעַ֣ל פָּנָ֑יו לֹ֣א נִשְׁאַ֔ר רַ֛ק שֵׁ֥בֶט יְהוּדָ֖ה לְבַדּֽוֹ	18		And Yahweh was utterly angry in Israel and put them aside from his presence. He did not leave a residue, but the sceptre of Judah, he alone.	3d	4C	19 12
גַּם־יְהוּדָ֕ה לֹ֣א שָׁמַ֔ר אֶת־מִצְוֺ֖ת יְהוָ֣ה אֱלֹהֵיהֶ֑ם וַיֵּ֣לְכ֔וּ בְּחֻקּ֥וֹת יִשְׂרָאֵ֖ל אֲשֶׁ֥ר עָשֽׂוּ	19		Also Judah did not keep the commandments of Yahweh their God, and they walked in the statutes of Israel that they made.	3e	4B	16 13
וַיִּמְאַ֨ס יְהוָ֜ה בְּכָל־זֶ֤רַע יִשְׂרָאֵל֙ וַיְעַנֵּ֔ם וַֽיִּתְּנֵ֖ם בְּיַד־שֹׁסִ֑ים עַ֛ד אֲשֶׁ֥ר הִשְׁלִיכָ֖ם מִפָּנָֽיו	20		And Yahweh refused all the seed of Israel and afflicted them, and he gave them into the hand of plunderers, until he had cast them from his presence.	3d	4C	22 9
כִּֽי־קָרַ֣ע יִשְׂרָאֵ֗ל מֵעַל֙ בֵּ֣ית דָּוִ֔ד וַיַּמְלִ֖יכוּ אֶת־יָרָבְעָ֣ם בֶּן־נְבָ֑ט וַיַּדַּ֨ח יָרָבְעָ֤ם אֶת־יִשְׂרָאֵל֙ מֵאַחֲרֵ֣י יְהוָ֔ה וְהֶחֱטֵיאָ֖ם חֲטָאָ֥ה גְדוֹלָֽה	21		Because he ripped Israel out of the house of David, and they made Jeroboam child of Nebat king, and Jeroboam banished Israel from following Yahweh and made them to sin a great sin.	3e	4C	21 27
וַיֵּֽלְכוּ֙ בְּנֵ֣י יִשְׂרָאֵ֔ל בְּכָל־חַטֹּ֥אות יָרָבְעָ֖ם אֲשֶׁ֣ר עָשָׂ֑ה לֹא־סָ֖רוּ מִמֶּֽנָּה	22		And the children of Israel walked in all the sins of Jeroboam that he did. They did not turn aside from them,	3e	4B	20 5
עַ֠ד אֲשֶׁר־הֵסִ֨יר יְהוָ֤ה אֶת־יִשְׂרָאֵל֙ מֵעַ֣ל פָּנָ֔יו כַּאֲשֶׁ֣ר דִּבֶּ֔ר בְּיַ֖ד כָּל־עֲבָדָ֣יו הַנְּבִיאִ֑ים וַיִּ֨גֶל יִשְׂרָאֵ֜ל מֵעַ֤ל אַדְמָתוֹ֙ אַשּׁ֔וּרָה עַ֖ד הַיּ֥וֹם הַזֶּֽה	23	~	until Yahweh put Israel aside out of his presence, as he spoke by means of all his servants the prophets, So Israel was exiled away from their own ground to Ashur to this day.	3e	4C	29 19
וַיָּבֵ֣א מֶֽלֶךְ־אַשּׁ֡וּר מִבָּבֶ֡ל וּ֠מִכּוּ֠תָה וּמֵעַוָּ֤א וּמֵֽחֲמָת֙ וּסְפַרְוַ֔יִם וַיֹּ֙שֶׁב֙ בְּעָרֵ֣י שֹֽׁמְר֔וֹן תַּ֖חַת בְּנֵ֣י יִשְׂרָאֵ֑ל וַיִּֽרְשׁוּ֙ אֶת־שֹׁ֣מְר֔וֹן וַיֵּֽשְׁב֖וּ בְּעָרֶֽיהָ	24		And the king of Ashur brought colonists from Babel and from Kut and from Iva and from Hamath and from Sepharvaim, and settled the cities of Samaria instead of the children of Israel, and they possessed Samaria and settled in its cities.	3e	4C	40 13
וַיְהִ֗י בִּתְחִלַּת֙ שִׁבְתָּ֣ם שָׁ֔ם לֹ֥א יָרְא֖וּ אֶת־יְהוָ֑ה וַיְשַׁלַּ֨ח יְהוָ֤ה בָּהֶם֙ אֶת־הָ֣אֲרָי֔וֹת וַיִּֽהְי֥וּ הֹרְגִ֖ים בָּהֶֽם	25		And it was at the commencement of their settling there, they did not fear Yahweh, and Yahweh sent the lions among them and there were those who were slain among them.	3e	4C	14 19
וַיֹּאמְר֗וּ לְמֶ֣לֶךְ אַשּׁוּר֮ לֵאמֹר֒ הַגּוֹיִ֗ם אֲשֶׁ֤ר הִגְלִ֙יתָ֙ וַתּ֙וֹשֶׁב֙ בְּעָרֵ֣י שֹׁמְר֔וֹן לֹ֣א יָֽדְע֔וּ אֶת־מִשְׁפַּ֖ט אֱלֹהֵ֣י הָאָ֑רֶץ וַיְשַׁלַּח־בָּ֣ם אֶת־הָאֲרָי֗וֹת וְהִנָּם֙ מְמִיתִ֣ים אוֹתָ֔ם כַּאֲשֶׁר֙ אֵינָ֣ם יֹדְעִ֔ים אֶת־מִשְׁפַּ֖ט אֱלֹהֵ֥י הָאָֽרֶץ	26		And they said to the king of Ashur, saying, The nations whom you exiled and settled in the cities of Samaria do not know the framework of the gods of the land, and he sent among them the lions, and behold they die from them, as there is none that know the framework of the gods of the land.	3e	4C	38 33
וַיְצַ֨ו מֶֽלֶךְ־אַשּׁ֜וּר לֵאמֹ֗ר הֹלִ֤יכוּ שָׁ֙מָּה֙ אֶחָ֤ד מֵהַכֹּֽהֲנִים֙ אֲשֶׁ֣ר הִגְלִיתֶ֣ם מִשָּׁ֔ם וְיֵלְכ֖וּ וְיֵ֣שְׁבוּ שָׁ֑ם וְיֹרֵ֕ם אֶת־מִשְׁפַּ֖ט אֱלֹהֵ֥י הָאָֽרֶץ	27		And the king of Ashur commanded, saying, Have one go there from the priests whom you exiled from there, and let him go and settle there, and let him instruct them in the framework of the gods of the land.	3e	4C	34 12
וַיָּבֹ֞א אֶחָ֣ד מֵהַכֹּהֲנִ֗ים אֲשֶׁ֤ר הִגְלוּ֙ מִשֹּׁ֣מְר֔וֹן וַיֵּ֖שֶׁב בְּבֵֽית־אֵ֑ל וַֽיְהִי֙ מוֹרֶ֣ה אֹתָ֔ם אֵ֖יךְ יִֽירְא֥וּ אֶת־יְהוָֽה	28		And one among the priests came who had been exiled from Samaria, and he settled in Bethel, and became their instructor how they should fear Yahweh.	3e	4C	23 12
וַיִּהְי֣וּ עֹשִׂ֔ים גּ֥וֹי גּ֖וֹי אֱלֹהָ֑יו וַיַּנִּ֣יחוּ ׀ בְּבֵ֣ית הַבָּמ֗וֹת אֲשֶׁ֤ר עָשׂוּ֙ הַשֹּׁ֣מְרֹנִ֔ים גּ֥וֹי גּוֹי֙ בְּעָ֣רֵיהֶ֔ם אֲשֶׁ֛ר הֵ֥ם יֹשְׁבִ֖ים שָֽׁם	29		And it happened that nation by nation constructed their gods, and had them rest in the houses of the high places that the Samaritans had made, nation by nation, in their cities where they settled.	3d	4C	12 31
וְאַנְשֵׁ֣י בָבֶ֗ל עָשׂוּ֙ אֶת־סֻכּ֣וֹת בְּנ֔וֹת וְאַנְשֵׁי־כ֔וּת עָשׂ֖וּ אֶת־נֵֽרְגַ֑ל וְאַנְשֵׁ֥י חֲמָ֖ת עָשׂ֥וּ אֶת־אֲשִׁימָֽא	30		And those of Babel made the booth of the daughters, and those of Kut made Nergal, and those of Hamath made Ashima.	3e	4B	21 11
וְהָעַוִּ֛ים עָשׂ֥וּ נִבְחַ֖ז וְאֶת־תַּרְתָּ֑ק וְהַסְפַרְוִ֗ים שֹׂרְפִ֤ים אֶת־בְּנֵיהֶם֙ בָּאֵ֔שׁ לְאַדְרַמֶּ֥לֶךְ וַֽעֲנַמֶּ֖לֶךְ אֱלֹהֵ֥י סְפַרְוָֽיִם	31		And the Avites made Nibxaz and Tartaq, and the Sepharvites incinerated their children in the fire to Adramelek and Anammelek, the gods of Sepharvaim.	3d	4C	12 29
וַיִּהְי֥וּ יְרֵאִ֖ים אֶת־יְהוָ֑ה וַיַּעֲשׂ֨וּ לָהֶ֤ם מִקְצוֹתָם֙ כֹּהֲנֵ֣י בָמ֔וֹת וַיִּהְי֛וּ עֹשִׂ֥ים לָהֶ֖ם בְּבֵ֥ית הַבָּמֽוֹת	32		But they feared Yahweh, and they made for themselves priests of the high places, from their own limits, and they became the operators for them in the houses of the high places.	3d	4C	9 26
אֶת־יְהוָ֖ה הָי֣וּ יְרֵאִ֑ים וְאֶת־אֱלֹֽהֵיהֶם֙ הָי֣וּ עֹֽבְדִ֔ים כְּמִשְׁפַּט֙ הַגּוֹיִ֔ם אֲשֶׁר־הִגְל֥וּ אֹתָ֖ם מִשָּֽׁם	33		Yahweh they feared, and their gods, they served according to the framework of the nations from where they were exiled.	3e	4B	8 24
עַ֣ד הַיּ֤וֹם הַזֶּה֙ הֵ֣ם עֹשִׂ֔ים כַּמִּשְׁפָּטִ֖ים הָרִֽאשֹׁנִ֑ים אֵינָ֤ם יְרֵאִים֙ אֶת־יְהוָ֔ה וְאֵינָ֣ם עֹשִׂ֗ים כְּחֻקֹּתָם֙ וּכְמִשְׁפָּטָ֔ם וְכַתּוֹרָ֣ה וְכַמִּצְוָ֗ה אֲשֶׁ֨ר צִוָּ֤ה יְהוָה֙ אֶת־בְּנֵ֣י יַעֲקֹ֔ב אֲשֶׁר־שָׂ֥ם שְׁמ֖וֹ יִשְׂרָאֵֽל	34	B	To this day they operate according to their former framework. They have no fear of Yahweh, and there is no operation according to their statutes, or according to their framework, or according to the instruction or the commandment which Yahweh commanded the children of Jacob, on whom he set his name, Israel.	3e	4C	16 49
וַיִּכְרֹ֨ת יְהוָ֤ה אִתָּם֙ בְּרִ֔ית וַיְצַוֵּ֣ם לֵאמֹ֔ר לֹ֥א תִֽירְא֖וּ אֱלֹהִ֣ים אֲחֵרִ֑ים וְלֹא־תִשְׁתַּחֲו֣וּ לָהֶ֔ם וְלֹ֣א תַעַבְד֔וּם וְלֹ֥א תִזְבְּח֖וּ לָהֶֽם	35		And Yahweh cut with them a covenant and commanded them, saying, You will not fear other gods, and you will not prostrate yourselves to them, and you will not serve them, and you will not sacrifice to them.	3e	4C	23 20
כִּ֣י אִֽם־אֶת־יְהוָ֗ה אֲשֶׁר֩ הֶעֱלָ֨ה אֶתְכֶ֜ם מֵאֶ֧רֶץ מִצְרַ֛יִם בְּכֹ֧חַ גָּד֛וֹל וּבִזְר֥וֹעַ נְטוּיָ֖ה אֹת֣וֹ תִירָ֑אוּ וְל֥וֹ תִֽשְׁתַּחֲו֖וּ וְל֥וֹ תִזְבָּֽחוּ	36	B	Except Yahweh who brought you up from the land of Egypt in great power and by an arm stretched out, him, you will fear, and to him, you will prostrate yourselves, and to him, you will sacrifice.	3c	4B	34 11
וְאֶת־הַחֻקִּ֨ים וְאֶת־הַמִּשְׁפָּטִ֜ים וְהַתּוֹרָ֤ה וְהַמִּצְוָה֙ אֲשֶׁ֣ר כָּתַ֣ב לָכֶ֔ם תִּשְׁמְר֥וּן לַעֲשׂ֖וֹת כָּל־הַיָּמִ֑ים וְלֹ֥א תִֽירְא֖וּ אֱלֹהִ֥ים אֲחֵרִֽים	37		And the statutes and the judgments and the instruction and the commandment that he wrote for you, you will keep watch to do every day, and you will not fear other gods.	3e	4C	35 10
וְהַבְּרִ֛ית אֲשֶׁר־כָּרַ֥תִּי אִתְּכֶ֖ם לֹ֣א תִשְׁכָּ֑חוּ וְלֹ֥א תִֽירְא֖וּ אֱלֹהִ֥ים אֲחֵרִֽים	38		And the covenant which I cut with you, you will not forget, and you will not fear other gods.	3d	4B	14 10
כִּ֛י אִֽם־אֶת־יְהוָ֥ה אֱלֹהֵיכֶ֖ם תִּירָ֑אוּ וְהוּא֙ יַצִּ֣יל אֶתְכֶ֔ם מִיַּ֖ד כָּל־אֹיְבֵיכֶֽם	39	d	Except Yahweh your God you will fear, and himself, he will deliver you from the hand of all your enemies.	3d	4B	12 12
וְלֹ֖א שָׁמֵ֑עוּ כִּ֛י אִֽם־כְּמִשְׁפָּטָ֥ם הָֽרִאשׁ֖וֹן הֵ֥ם עֹשִֽׂים	40		But they did not hear. In contrast, according to their former judgment, they did.	3d	4A	5 12
וַיִּהְי֣וּ ׀ הַגּוֹיִ֣ם הָאֵ֗לֶּה יְרֵאִים֙ אֶת־יְהוָ֔ה וְאֶת־פְּסִֽילֵיהֶ֖ם הָי֣וּ עֹֽבְדִ֑ים גַּם־בְּנֵיהֶ֣ם ׀ וּבְנֵ֣י בְנֵיהֶ֗ם כַּאֲשֶׁ֨ר עָשׂ֤וּ אֲבֹתָם֙ הֵ֣ם עֹשִׂ֔ים עַ֖ד הַיּ֥וֹם הַזֶּֽה	41		And it happened that these nations feared Yahweh and their graven images they were serving, even their children, and the children of their children, as their ancestors had done, they operate to this day.	3e	4C	25 25
