Exodus 18

Jethro appears strangely and is strangely dismissed, (or set loose, or sent away), yet he outlines and implements a management strategy for Moses. Equally strange is the dismissals of Zipporah, the wife of Moses. I haven't yet done the earlier chapters in full.

Note that דבר can be glossed as word, matter, or thing. And also as a verb to speak. (And also several other glosses, both verbs and nouns, including pestilence.) In this passage, it occurs 11 times between verses 11 and 26. I have used matter 7 times and thing 4 in this case, distinguishing the individual cases from the process that Moses was doing single-handed. Just a hint of cultural and interpersonal issues in this section.

4 and the name of the other was Eliezer,
(for the God of my father is in my help, and he delivered me from the sword of Pharaoh).

6 And he said to Moses, I, your father-in-law, Jethro, have come to you,
with your wife and her two sons with her.

וַיָּבֹ֖אוּ הָאֹֽהֱלָה
7 So Moses went out to encounter his father-in-law, and prostrated himself, and kissed him, and they asked, each to his associate, of their wholeness.
And they came towards the tent.

וַיְסַפֵּ֤ר מֹשֶׁה֙ לְחֹ֣תְנ֔וֹ אֵת֩ כָּל־אֲשֶׁ֨ר עָשָׂ֤ה יְהוָה֙ לְפַרְעֹ֣ה וּלְמִצְרַ֔יִם עַ֖ל אוֹדֹ֣ת יִשְׂרָאֵ֑ל
אֵ֤ת כָּל־הַתְּלָאָה֙ אֲשֶׁ֣ר מְצָאָ֣תַם בַּדֶּ֔רֶךְ וַיַּצִּלֵ֖ם יְהוָֽה
8 And Moses recounted to his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians concerning the agency of Israel,
with all the exasperation that had found them in the way, and that Yahweh delivered them.

וַיִּ֣חַדְּ יִתְר֔וֹ עַ֚ל כָּל־הַטּוֹבָ֔ה אֲשֶׁר־עָשָׂ֥ה יְהוָ֖ה לְיִשְׂרָאֵ֑ל
אֲשֶׁ֥ר הִצִּיל֖וֹ מִיַּ֥ד מִצְרָֽיִם
9 And Jethro cheered over all the good that Yahweh had done for Israel,
whom he had delivered from the hand of Egypt.

אֲשֶׁ֤ר הִצִּיל֙ אֶת־הָעָ֔ם מִתַּ֖חַת יַד־מִצְרָֽיִם
10 And Jethro said, Blessed is Yahweh who has delivered you from the hand of Egypt, and from the hand of Pharaoh,
who has delivered the people from under the hand of Egypt.

עַתָּ֣ה יָדַ֔עְתִּי כִּֽי־גָד֥וֹל יְהוָ֖ה מִכָּל־הָאֱלֹהִ֑ים
כִּ֣י בַדָּבָ֔ר אֲשֶׁ֥ר זָד֖וּ עֲלֵיהֶֽם
11 Now I know Yahweh is greater than all gods,
for it is in the matter in which they were presumptuous over them.

וַיִּקַּ֞ח יִתְר֨וֹ חֹתֵ֥ן מֹשֶׁ֛ה עֹלָ֥ה וּזְבָחִ֖ים לֵֽאלֹהִ֑ים
וַיָּבֹ֨א אַהֲרֹ֜ן וְכֹ֣ל ׀ זִקְנֵ֣י יִשְׂרָאֵ֗ל לֶאֱכָל־לֶ֛חֶם עִם־חֹתֵ֥ן מֹשֶׁ֖ה לִפְנֵ֥י הָאֱלֹהִֽים
12 And Jethro, father-in-law of Moses, took a burnt offering and offerings to God,
and Aaron came, and all the elders of Israel, to eat bread with the father-in-law of Moses, in the presence of God.

וַיְהִי֙ מִֽמָּחֳרָ֔ת וַיֵּ֥שֶׁב מֹשֶׁ֖ה לִשְׁפֹּ֣ט אֶת־הָעָ֑ם
וַיַּעֲמֹ֤ד הָעָם֙ עַל־מֹשֶׁ֔ה מִן־הַבֹּ֖קֶר עַד־הָעָֽרֶב
13 And it happened afterwards, that Moses sat to judge the people,
and the people stood over Moses from the morning till the evening.

וַיַּרְא֙ חֹתֵ֣ן מֹשֶׁ֔ה אֵ֛ת כָּל־אֲשֶׁר־ה֥וּא עֹשֶׂ֖ה לָעָ֑ם
וַיֹּ֗אמֶר מָֽה־הַדָּבָ֤ר הַזֶּה֙ אֲשֶׁ֨ר אַתָּ֤ה עֹשֶׂה֙ לָעָ֔ם מַדּ֗וּעַ אַתָּ֤ה יוֹשֵׁב֙ לְבַדֶּ֔ךָ וְכָל־הָעָ֛ם נִצָּ֥ב עָלֶ֖יךָ מִן־בֹּ֥קֶר עַד־עָֽרֶב
14 And the father-in-law of Moses saw all that he did for the people,
and he said, What is this thing that you do for the people? For what purpose are you sitting, you only, and all the people taking a stand over you from morning till evening?

וַיֹּ֥אמֶר מֹשֶׁ֖ה לְחֹתְנ֑וֹ
כִּֽי־יָבֹ֥א אֵלַ֛י הָעָ֖ם לִדְרֹ֥שׁ אֱלֹהִֽים
15 And Moses said to his father-in-law,
Because the people come to me to search out God.

כִּֽי־יִהְיֶ֨ה לָהֶ֤ם דָּבָר֙ בָּ֣א אֵלַ֔י וְשָׁ֣פַטְתִּ֔י בֵּ֥ין אִ֖ישׁ וּבֵ֣ין רֵעֵ֑הוּ
וְהוֹדַעְתִּ֛י אֶת־חֻקֵּ֥י הָאֱלֹהִ֖ים וְאֶת־תּוֹרֹתָֽיו
16 For there may be for them a matter for one to come to me, and I judge between a person and his associate,
and I make them know the statutes of God and his instructions.

וַיֹּ֛אמֶר חֹתֵ֥ן מֹשֶׁ֖ה אֵלָ֑יו
לֹא־טוֹב֙ הַדָּבָ֔ר אֲשֶׁ֥ר אַתָּ֖ה עֹשֶֽׂה
17 And the father-in-law of Moses said to him,
Not good is the thing that you do.

נָבֹ֣ל תִּבֹּ֔ל גַּם־אַתָּ֕ה גַּם־הָעָ֥ם הַזֶּ֖ה אֲשֶׁ֣ר עִמָּ֑ךְ
כִּֽי־כָבֵ֤ד מִמְּךָ֙ הַדָּבָ֔ר לֹא־תוּכַ֥ל עֲשֹׂ֖הוּ לְבַדֶּֽךָ
18 Withering, you will wither, even you, even this people that is with you,
For too heavy this thing is, for you. You are not able to do it alone.

עַתָּ֞ה שְׁמַ֤ע בְּקֹלִי֙ אִיעָ֣צְךָ֔ וִיהִ֥י אֱלֹהִ֖ים עִמָּ֑ךְ
הֱיֵ֧ה אַתָּ֣ה לָעָ֗ם מ֚וּל הָֽאֱלֹהִ֔ים וְהֵבֵאתָ֥ אַתָּ֛ה אֶת־הַדְּבָרִ֖ים אֶל־הָאֱלֹהִֽים
19 Now hear my voice. I will advise you, and God will be with you.
Be yourself for the people at the cutting-edge of God, and bring yourself the matters to this God.

וְהִזְהַרְתָּ֣ה אֶתְהֶ֔ם אֶת־הַחֻקִּ֖ים וְאֶת־הַתּוֹרֹ֑ת
וְהוֹדַעְתָּ֣ לָהֶ֗ם אֶת־הַדֶּ֙רֶךְ֙ יֵ֣לְכוּ בָ֔הּ וְאֶת־הַֽמַּעֲשֶׂ֖ה אֲשֶׁ֥ר יַעֲשֽׂוּן
20 And you will admonish them on the statutes and the instructions,
and you will make known to them the way they should walk in, and the deeds that they are to do.

וְאַתָּ֣ה תֶחֱזֶ֣ה מִכָּל־הָ֠עָם אַנְשֵׁי־חַ֜יִל יִרְאֵ֧י אֱלֹהִ֛ים אַנְשֵׁ֥י אֱמֶ֖ת שֹׂ֣נְאֵי בָ֑צַע
וְשַׂמְתָּ֣ עֲלֵהֶ֗ם שָׂרֵ֤י אֲלָפִים֙ שָׂרֵ֣י מֵא֔וֹת שָׂרֵ֥י חֲמִשִּׁ֖ים וְשָׂרֵ֥י עֲשָׂרֹֽת
21 And you, you will envision from all the people, persons of ability who fear God, persons of truth, those hating extortion,
and put up over them chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens,

וְשָׁפְט֣וּ אֶת־הָעָם֮ בְּכָל־עֵת֒ וְהָיָ֞ה כָּל־הַדָּבָ֤ר הַגָּדֹל֙ יָבִ֣יאוּ אֵלֶ֔יךָ וְכָל־הַדָּבָ֥ר הַקָּטֹ֖ן יִשְׁפְּטוּ־הֵ֑ם
וְהָקֵל֙ מֵֽעָלֶ֔יךָ וְנָשְׂא֖וּ אִתָּֽךְ
22 And they will judge the people at all times, when there is any great matter, let them come to you, but any lesser matter, they judge themselves,
and it will be quicker for you, and they will bear it with you.

אִ֣ם אֶת־הַדָּבָ֤ר הַזֶּה֙ תַּעֲשֶׂ֔ה וְצִוְּךָ֣ אֱלֹהִ֔ים וְיָֽכָלְתָּ֖ עֲמֹ֑ד
וְגַם֙ כָּל־הָעָ֣ם הַזֶּ֔ה עַל־מְקֹמ֖וֹ יָבֹ֥א בְשָׁלֽוֹם
23 B If this thing you do, and God command you, you will be able to stand,
and moreover all this people to their place will come in peace.

וַיִּשְׁמַ֥ע מֹשֶׁ֖ה לְק֣וֹל חֹתְנ֑וֹ
וַיַּ֕עַשׂ כֹּ֖ל אֲשֶׁ֥ר אָמָֽר
24 And Moses heard the voice of his father-in-law,
and he did all as he had said.

וַיִּבְחַ֨ר מֹשֶׁ֤ה אַנְשֵׁי־חַ֙יִל֙ מִכָּל־יִשְׂרָאֵ֔ל וַיִּתֵּ֥ן אֹתָ֛ם רָאשִׁ֖ים עַל־הָעָ֑ם
שָׂרֵ֤י אֲלָפִים֙ שָׂרֵ֣י מֵא֔וֹת שָׂרֵ֥י חֲמִשִּׁ֖ים וְשָׂרֵ֥י עֲשָׂרֹֽת
25 And Moses chose persons of ability from all Israel and gave them heads over the people,
chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens.

וְשָׁפְט֥וּ אֶת־הָעָ֖ם בְּכָל־עֵ֑ת
אֶת־הַדָּבָ֤ר הַקָּשֶׁה֙ יְבִיא֣וּן אֶל־מֹשֶׁ֔ה וְכָל־הַדָּבָ֥ר הַקָּטֹ֖ן יִשְׁפּוּט֥וּ הֵֽם
26 And they judged the people at all times.
The matter that was hard they brought to Moses, and every lesser matter they judged themselves.

וַיְשַׁלַּ֥ח מֹשֶׁ֖ה אֶת־חֹתְנ֑וֹ
וַיֵּ֥לֶךְ ל֖וֹ אֶל־אַרְצֽוֹ
27 And Moses let his father-in-law be dismissed,
and he went for himself to his land.
